Please join us for a forum on the medical and legal issues facing people
with HIV during COVID. We will cover the medical issues coming up, including what we do and do not know about risks and precautions; continuing access to HIV care and benefits; and an overview of the legal issues that are coming up, particularly around evictions and public benefits, and an overview of what ALRP and PRC can offer.

Monica Gandhi MD, MPH- Clinic Director for Ward 86
Monica Gandhi MD, MPH is a Professor of Medicine in the Division of HIV, Infectious Diseases, and Global Medicine at the UCSF and also serve as the Director of the UCSF Center for AIDS Research (CFAR) and the Medical Director of the HIV Clinic ("Ward 86") at San Francisco General Hospital. She will serve as the Co-Chair of AIDS 2020 Virtual in San Francisco/Oakland in July.
Andy Scheer, LCSW - SF City Clinic
Andrew Andy Scheer, LCSW is a bilingual Medical Social Worker for the San Francisco Department of Public Health (SFDPH) where he supports clients with entry and re-entry into HIV primary care at SF City Clinic. He is a co-founder of the SF HIV Frontline Organizing Group, a grassroots effort to build capacity among client-facing workers in their navigation of clients through complex HIV systems-of-care and public benefits. Mr. Scheer is a graduate of the California State University, East Bay graduate school of Social Work.
Bill Hirsh, JD - AIDS Legal Referral Panel
Executive Director
Bill has more than thirty years of experience with community-based nonprofit organizations ranging from alternative mental health programs to legal services for the mentally and developmentally disabled. For the last twenty years, he has served as the Executive Director of the AIDS Legal Referral Panel, overseeing all of its programs and administration. He is responsible for program management, fundraising, financial management, administration of its office, personnel, 30-person board of directors and community relations. During his tenure, the organization has grown to a budget of $1.8 million and a 16-person staff.
After graduating from law school, Bill served as a welfare rights attorney and helped organize homeless San Francisco residents. He served as Directing Attorney for the Mental Health Advocacy Project of the Santa Clara County Bar Association Law Foundation and as the President of the Board of Directors of San Francisco's Patients' Rights Advocacy Services, Inc. Before joining ALRP, Bill directed the Mental Health Association of San Francisco, where he coordinated a broad-based public policy advocacy effort to increase affordable and supportive housing for people with mental health disabilities. In 2006, Bill was appointed by Mayor Gavin Newsom to the city's Long Term Care Coordinating Council where he works to ensure that seniors and adults with disabilities can access the services they need. He has also taken a leadership role in the HIV/AIDS Provider Network (HAPN), working to ensure that San Francisco's model of care for HIV/AIDS services continues to meet the needs of people living with HIV/AIDS. Bill was recently honored for his outstanding contributions to the disability community by the Mayor's Office on Disability and the Independent Living Resource Center of San Francisco.
Negin Mohajeri, Staff Attorney, Benefits Counseling - PRC
Originally from the Los Angeles area, Negin moved to Northern California to complete her undergraduate degree in Psychology at U. C., Berkeley. After attending the University of San Francisco School of Law, her passion for social justice and working with at-risk populations drove her to begin practicing Social Security disability law, which she has been doing since 2012. She joined PRC in 2019 as part of the Benefits Counseling team, where she has continued her pursuit of helping those in need, especially those affective by HIV/AIDS, substance abuse, mental health issues and/or housing insecurity.
